MARRIAGE AND ANNULMENT

Pastors & deacons , if you have any anwers to the questions below, please feel free to share your ideas. My apology, I don't answer your questions anymore to avoid confusions. Baptized non-Catholic

I am a Catholic and would like to marry a baptized non-Catholic who has been married before. Would he have to get an annulment in order for me to obtain a dispensation from the Church to be married by a minister?
